you wont see the cable move bacause its in a sleeve. Take the battery tray off and look at the actuator. Take vacuum line off and depress the actuator then place finger over hole where vacuum line went and see if it stays depressed to tell if it's holding vaccum. Then see if the vacuum line ever gets vacuum. Have to get creative to start engine without battery tray. Sometimes you can unbolt the actuator and pull it out of the hole its in.
