Vacuum lines

I recently purchased an '83 GMC Jimmy 6.2L Diesel 4X4. I read (and learned) a lot on this site before and since the purchase. I'm trying to do as much work on this as I can, but I'm no mechanic. So, here's my current problem:

The HVAC blows through the floor and some through the vents; nothing through the defrost. It will not change direction, and I hear no hissing noise behind the control panel when I move the controls.

There is an open vacuum hose (about 1" long) at a T just off the actuator at the top rear of the motor. The other side of this T goes into a smaller plastic hose that goes into the fireawall and (I think) into the HVAC controls. There is another open hose on a module that's attached to the driver side valve cover. Is this the cruise control; and should it be connected to the loose hose on the T?

AND the trasfer case and transmission grind when I try to shift into/out of 4L. I had to turn the ignition off, put it in park, shift, then start it back up. Is this related to the loose vacuum lines; or is something else really messed up?
