Default valve on top of intake

Any body know what the valve on top of the intake is for? mine is being held in place with two pins wedged under the flaps.

It is called the manifold tuning valve. It modifies the intake path making for long runners during low rpm for torque production & shorter runners for higher rpm operation for better power.

thanks for the reply, I wonder if they did it becouse they wanted to keep a certain power band or because its inop. either way ill try seeing if it actuates do you know if it runs 12v thru the actuator?
