I imagine there is some other power feed that the tccm is expecting. If you look through all the diagrams you can identify 4 or 5. May be the same as 2001 but maybe not. If all else fails there is always alldatadiy for the electrical diagrams for 1997. Usually it is the 20a underhood ATC fuse or the 4wd fuse in the left IP that gives problems but there are more

4x4 fixed

apparently when the headlight switch was replace the 2 orange wires were split apart. I connected them back together and problem solved. thank you all for help.
