1998 Blazer not going into 4x4
When you spin one front wheel, does the other spin in the opposite direction? If so, then the front axle is locked in and what you are observing is the differential in action. If you can spin one wheel with the other one remaining fixed, then the front axle is not engaged.
And the cable is being pulled 1/2" to 3/4" when the truck is put into 4HI or 4LO? If so, and you have verified that the cable is properly connected at the front axle, then you will have to drop the passenger side extension tube and get at the shift fork/collar inside.
Ok guys my transfer case shifts and locks into 4hi, 4low, and the front axle locks in so you can't spin it by hand like it should, but my front hubs won't lock in now I looked at the actuator or w.e its called under the battery box and it does not move when I engauge the 4x4 so its not pulling the cable it is getting vacume there so my question is what else actuate that to move and pull that cable?

As I said, if you have already looked at the cable under the battery and it is moving 1/2" to 3/4", and you have verified that the cable is connected at the front axle (follow the cable to the front axle & unbolt the housing - 3 bolts) and make sure that it is connected to the shift fork.

I looked at actuator under the battery box and it is engage (Sucked in) all the time? So if i have it in 2hi the actuator is still Pulled in, I have looked at the cable it is connected and i follow the cable to the front axle and took the 3 bolts out but i could not pull it out so I'm guessing the cable is connected to the fork
