My 99 is doing something very similar as well.

Only mine keeps blowing the fuse for the 4x4. ???

As does mine. W/ a 25amp fuse I can engage 4HI but not 4LO. I think the motor on the transfercase is shot on mine.

Aren't the Encoder and the electric motor (2) separate parts ?
