HOOK, Thanks for the help, I made that gauge (it worked great) to rule out the pump that I replaced 2 years ago, it wasnt AC Delco so it was even more suspect.
Turned out I had good pressure at the tank. I had leak down in the rail, so pulled the plenum and saw a nice puddle of fuel on the back left side of the intake, looked like it had been leaking for a while it was super clean in those areas I pressurized the fuel again and noticed fuel leaking from the fuel FPR, installed new one.Crazy thing was a month ago I had the valve covers off and I noticed the left side looked NEW, out of the box new, the right side was all golden normal, now I understand why.

OK then I went to get the AC Delco cap and rotor, had to order the cap I got the rotor installed with the old cap (cleaned up). I also used the die-electric grease.

I pulled the plugs they were wet, I pulled the fuel relay and rotated the engine for 15 seconds, installed plugs,plugged in relay and it started with hardly any rotation of the starter, Effortlessly. Thanks again, O and I am changing the oil toay it smells like gas bad.

Nice work! That gauge tool works pretty slick! I've been thinking about adding another gauge on the plenum side of the ball valve. That would enable you to watch leakdown both in the tank and in the plenum, simultaneously when the valve is closed.
