3 button or 4 button Auto? Raise the right front wheel off the ground. Engine at idle, transmissin in park, select 4HI. The right front wheel should not rotate by hand. If it does, the clutch in the right front axle tube is not engaging the axle shaft with the front differential. Check the electro vacuum switch mounted on the firewall: At idle, one line must have manifold vacuum, the other line must have vacuum in 4WD only.

Check your vacuum actuator under the battery tray, it should have vacuum at the hose with 4wd selected. No vacuum in 2wd. Also make sure that the cable going to the diff is not seized up.

Okay i have vacum at the actuator, cable moves, i can hear it engage all the lights work, no service lights, if i put it on jacks and engage front tires turn one forward and one backward but when i put the drivers side back on the ground i can still turn the rh tire its a little stiff but it will turn, then if i take it for drive it sure is not in 4 wheel drive but light says it is. No clicking or clunking, seems smooth, Im lost.

If the actuator cable is pulling in when you select 4WD, but the RF wheel still rotates, the axle clutch is not engaging the axle with the differential. The RF axle tube must be removed and disassembled to diagnose why the clutch isn't working.
