Default 2000 blazer rear shackleness nightmare questions

doing the rear shackles on the 2000 blazer lt 4.3l 4x4. nightmare of course . bolts seize in rubber. im using dorman replace. shackles. my question is according to the way dorman preassembled the shackle the new metal and rubber bushing goes into the frame and not the leaf spring ?? is that correct? and how do you pop all that out? .

status - all nuts came off easy but bolts seize in been working the driver side back and forth . got lower bolt on and now top is breaking free... passenger side forget about it I got both heads cut off so I can pound with a hammer but not moving yet.
