Angry 2000 Blazer S10/Bravada/ECT. ABS Module QUESTION!!!

Okay, so i've got an interesting question here. I run a salvage yard and occassionally as most will know vin digits determine a parts fitment occasionally. 8th digit for the engine, 10th digit for the year, 5th and 6th digit occasionally but rarely. I stumbled across one yesterday that has had me stumped and I can not make heads or tails of it. the 2000 Bravada, BLAZER S10s, and Envoys ABS control module are 11th digit vin specific(vin 2 or vin k). Now at first i thought okay the system says so so it must be so(can't argue with a computer now a days and win at least).

Now i had a vin 2(Blazer) and a vin K(Bravada) Looking at them there is absolutely NO difference, even swapping the control module from one hydraulic unit to other: exact fit, same with swapping entire assembly from car to car. Now i can't check to see if they actually function as they should since one is missing it's engine and the other is missing the column(could be done but not spending that much time on a nuisance)

SOOO after the back story, here's the question i have. what in the world does the manufacturing plant have to do with the ABS control module that GM received from Kelsey-Hayes? It's not like the KCMO and the Oshawa, Ontario (if my info is correct) built there own ABS control units at each plant and made them differently. So maybe one of you guys will have an answer for me as to what the heck is going on here with an assembly plant requirement on a part GM did not even make themselves.
