It sounds like a bad battery to me. I have also found that cheap jumper cables are useless.
Personally, I don't trust department store batteries. I don't mind spending top dollar on a battery, considering that it's heart of the electrical system.

Confirmed: I bought a bad battery from Wal-mart. They tested it and exchanged it. I put it in and my Blazer fired right up. I feel so stupid in assuming that the first battery was good and wasting my and everyone who tried to advise me time.
