2004 Blazer horn/lights issue

2004 Blazer horn/lights issue
Hi All,
I am attempting to diagnose an electrical issue with my wife's Blazer. It is currently showing symptoms of no horn function. Horns do not function either by pressing horn switch or with Alarm. Along with this issue, i have turn signal issues where the turn signals on both side s will flash fast, With the headlights on , both turn signal indicators on cluster will light up and stay lit.
What i have done so far , is swap horn relay with known good relay. It does click when attempting to use horn. checked all fuses. swapped horns with known good horns. I hooked up test light to positive post and to positive cable. The light did illuminate , but not bright. i pulled all fuses and relays to see if the light would go out. It did not. It does appear that i do get 12vdc volts at t he horn when horn button is pressed.
I was wondering if anyone out there experienced a similar issue. I am suspecting the keyswitch or maybe clock spring .at this point. I know i definitely have a short somewhere in the system. Thanks in advance

It sounds like you have two separate elec. issues. 1./ The horn problem sounds like a bad horn even though you swapped out with a 'good horn'. The swapped horn may not have been good or was not grounded properly when it was switched. 2./ For the turn signals, try a new Flasher.
