95 ac high side reads 0 PSI

95 ac high side reads 0 PSI
Low side was about 35-40 psi and rising, but the high side never moved off of 0.
Yes the clutch was engaged.
Does it sound like a clog in the system? should i replace the drier? should i replace the orifice tube???
