Default 95 Blazer LS--weird problem with reverse

Hello. My brother (no internet access for him) just bought a 1995 blazer ls with auto transmission. When he puts in reverse there is some type of problem with the transmission and/or torque converter where it doesn't seem to "disengage" (if this is the right term for it). That is, he applies the brakes and feels the driving wheels getting full power until eventually the motor stalls.

All forward gears work like they should.

Anyone have any experience with a problem like this or know of any linkages or other adjustments?

My first suspicion is a device called the Torque Converter Clutch solenoid. This electronic device, which is located inside the transmission, is responsible for mechanically locking the torque converter to improve gas mileage under cruising conditions.
However, The TCC system involves a number of other electrical devices and sensors to accomplish this simple goal, some of which are capable of making the TCC system seem like it has failed.
Frankly, unless you are well-versed in auto-repair and have a fairly large array of repair tools and equipment, you need help with this one. The single biggest challenge is going to be finding a repair shop with integrity and honesty. Modern auto transmission repair is very arcane, and it's easy to snow customers into unnecessary repairs. However, to their credit, there is also the realistic concern that unless a very thorough repair job is performed, other problems can show up later that will make them look dishonest or incompetent.
