There is always the possibility that someone essentially hotwired the AC clutch to remain on rather than replacing the faulty control. Considering the location this is probably what this is. Usually any kind of jumpered wire like this is an attempt to bypass a faulty switch or other control and keep something turned on (or occasionally off)
Try disconnecting the jumpered wire and see if your AC clutch turns off.

That is your A/C low pressure switch. If the A/C system still works and cools properly with the jumper installed, then the switch is likely bad. I hope this is the case. If the system is run with too low of pressure, permanent damage to the compressor can occur.

The low pressure switch is located in that big silver cylinder which is the filter/dryer. It can be swapped out without evacuating the system.
