Default 96 Blazer OBDII no power to Pin#2 HELP

I bought a 95 Blazer 4.3, there's no power to the #2 pin in the OBDII connector, the grounds are good and there's power to pin #16.
This unit get's power from horn relay portion I believe, because there is no CIG fuse, and ALL the fuses are good.

I bought this to give to my kid who just totalled his second car in 21 days (not his fault either time thank god) But I need this running good and communicating with my OBDII scanner before monday so he can go back to work and NEVER moves back home! I need protection from his personality hahahhahahahaaa!

So does ANYONE know where Pin 2 get's it's Keyed Power from? And if I cannot find a fault, can I provice my own keyed (temporart) power to that port in order to read the codes?

Thanks a gazillion!

95 was a transitional year that may be ODBI with a 16 pin ODBII style connector which has limited scanners that will work. If so, pin 16 is always on power and pin 2 is serial data from the VCM.

I have the 16 pin OBDII connector, but my scan tool is saying Error. My boxes are on the passenger fender. The rig is running crappy and I need to read the codes.

Anyone know how? Or is it my code reader? It's never failed to read OBDII codes before. I followed your link and read everything and everything on the links in those threads and nobod had the answer I needed.

Regards,

Gary

You list both ‘95 and ‘96, can you clarify?

where is your 16 pin ODB connector located?

what scanner are you using?

. My apologies, it’s an 10/94 build date. W code engine. The 16 pin connector is next to the parking brake lever under the dash. My scanner is an Innova 3020b

95 was a weird transitional year with many conflicting reports on the Google. Most people refer to the situation of a 16 pin ODBII style connector without full ODBII compliant communication as ODB 1.5. Many scanners cannot read codes for this situation. A search here and on the Google should provide models that have proven success. I seem to remember some specific Actron and Innova models, but not all. That said, you don’t actually know right now if you have an incapable scanner or a system fault. You also don’t know for sure if it’s ODBII or 1.5. All you know for sure is that you have a 16 pin connector so it’s not straight up ODBI which is a 12 pin connector. Your safest bet is someone with a known good 1.5 capable scanner and a quick test but the guys at some auto parts stores are understandably misinformed and make claims here that are not valid. Some of these young kids have not yet learned when to say “I’m not sure”. Now that I think about it, some of them will not learn that later either. LOL.
