97blazer - air vents issues

So,
Whatever i set my fan direction-control to, all air blows up on the windshield, except for rare ocations were it blows where it should, after some seconds it start blowing on the windshield again. If im driving at high speeds 100km/h+ its sucking all air in blowing it on the windshield causing a terrible noise, high speed wind coming into the cabin...
Where is the problem located? under the hood or under the dash?
I really dont want to tear out the dash again...
