Default 98 4.3 Vortec rebuild

I am doing a job for someone and they have taken the engine apart. All the way down to the block. Bottom end is still in but other han that it has been taken apart. It has set for a few months. Some rust has accumulated in the cylinders, I was going to put some trans fluid and oil to see if I can free it up. The rust isnt really bad. So should I pull the block and hone it? Or try to let the rings do the dirty work? Also, would this be easier to build back (just the top end) with the engine in the truck or out? Thanks for any help.

there was a video series on youtube with a dude totally rebuilt the engine... ill see if i can find it and post the location... as far as the rust goes i dunno if its a good idea to leave it.. id get it out if i could.
