Default 98 blazer 4x4 not working

hi my name is shawn, i have a 98 chevy blazer, my 4x4 does not work. i bought the truck a year ago. And i'm not sure what the previous own had done, but today i layed under the truck and was looking at my trans case and i noticed that there is a pigtail like wire that is unhooked and it has a cap stuffed into one of the holes. i know its a vacum line and i'm pritty sure that is my problem but i'm not sure why the previous owner would unhook it. when i engage the 4x4 i put it into nutral and press the 4x4 button and it will click and kind jurk like it went 4wheel drive. So i took it to a friends shop and put it on a lift and drove it in the air just to see if the front wheel roll and they don't. i really would like to fix it before winter comes. thank you

The actuator has been covered in extensive detail all over the forum. It is a vacuum actuator. If the rubber is torn, it is bad. If it doesn't pull in when vacuum is applied to it, it is bad.

i just went out and checked the actuator it looks fine. the ruber diaphragm was pretty fresh so i checked all the lines running down to the pigtail like plug that goes into the trans case witch is caped off. what i can't understand is why the previous own caped it off. should i just pull the cap out and plug it in and see what happens? i have an obd2 scan tool if a code pops up will the scan tool read 4x4 codes?

You don't need a scan tool to read the codes from the NV233 TCCM.

I'd plug it in and see what happens.
