Your 99 does have Passlock. If the BCM detects a possible theft situation, or does not recognize the key you're using, it will not allow the PCM to enable the fuel injectors. Does the "security" light on the dash come on, or flash, when you initially turn the ignition to the RUN position? Does it shut off after the engine is running? The sensor is located in the steering column, and the ignition lock cylinder fits into the sensor. The sensors have been known to fail, and will not allow the engine to start/run, (no injector pulse). Fairly expensive part, so it's not something you want to "guess" on.

Security light comes on for 3-4 seconds then goes out like it should. No blinking. I'm getting frustratednas this is my only vehicle at the moment. Its been down since before Christmas. I really appreciare all of the information you are giving.
Doesn't sound like a Passlock problem. Unless the security light comes on or flashes while driving

Back in post #7, you mentioned that your neighbor said there was no injector pulse. Obviously, this is something that must be checked while cranking, as there would be no pulse if you weren't cranking. My questions are; When this thing acts up:
#1 Do you have a blue, rhythmic spark at the ignition coil wire while cranking? (Requires disconnecting the coil wire from the distributor cap.)
#2 Do you show battery voltage on both terminals of the "ECM 1" fuse in the underhood fuse panel while cranking?
#3 Do all 6 pink wires at the injectors show battery voltage while cranking?
Hopefully, the answers to these questions will point us in the right direction.

Ok so I'm finally back home. (Out of town working).
I do have a nice blue spark.
I do have voltage on both sides of the ecm fuse.
I have voltage on all injector wires.
I see no evidence of an aftermarket alarm.
I don't remember ever seeing the security light come on while driving. Since it broke down it hasn't ran long enough to drive.

Ugh. Now I have no power to the pump. I guess its all wiring. I really don't want to drop this full fuel tank to chase wires. Normally I would sell it and buy something else but my wife loves this suv so.....
Just for grins, apply battery voltage to the fuel pump prime terminal in the underhood fuse panel. It is located next to the fuel pump relay. This circuit bypasses the ignition switch, Passlock, BCM, & PCM. It goes directly to the fuel pump, and the pump must come on and pressurize the fuel delivery system. While the terminal has voltage applied, attempt to start the engine. Post your results.

EDIT: Back in post #14 I mentioned the BCM disables the fuel injectors... GM has made numerous changes to Passlock and Passkey systems, almost on a yearly basis. After looking over some GM publications, I'm pretty sure on your 99, that when the BCM detects a possible theft situation, it will not allow the PCM to activate the fuel pump. That's the reason for this test.
