ABS system on 2000 Chevy blazer

Default ABS system on 2000 Chevy blazer
My blazers ABS light is on when there is no fuse, but when I put the fuse in the ABS light goes off but then the brakes do not operated as they should and when I hit the brakes I can hear a motor whining, can someone help me understand what is wrong so that I know where to target area of repair?
