Did you try testing the fuel pressure? Also hows your air filter and MAF? Cleaned or changed recently?

I have a 96 Blazer and mine was doing the same thing. Got a can of the CRC Mass Air Flow Sensor cleaner. And even though it looked clean I sprayed the hell out of it with the cleaner and now it runs like a top and my check engine light is gone. Stuff is like 7 or 8 bucks a can where I am at. Just my 2 cents.

If it's rpm related (poor power at high revs or won't rev even in neutral) the cat may be clogged or broken up and blinding the flow. Does the cat rattle? If so, it's likely the culprit.
