i think i got the issue solved... the hydrolic lifters seperated from the rod because the oil was very thin... i was timing my oil changes wrong. see eventhough i drove 2000 miles the oil was 7 to 8 months old city driving... a lot of idle and warm up time so that took its toll on the age of the oil... this causing the low pressure within the lifter.. i didnt notice the low pressure because the filter was heavily clogged and backed up from the crap buildup that it increased the push within the system creating the effect of high pressure... now that i changed the oil after a flush the engine ticked for 15 seconds this morning and went away.. after work there was no tick... my buddies blazer LI99zr2 was the same and his oil was changed today and it as well has started to go away... thanks guys for the help on discovering the issue and realizing what im doing wrong
