Default Automatic climate control issue

I have a 1998 blazer with the electronic climate control. when I got it the electronic actuator that controls the blend door was bad(kept spinning). I replaced with a used one. that worked and it went right to heat when I changed the control. at the time the A/C did not work. I got the A/C working today and actuator was stuck on heat. I removed the actuator and manually flipped the door and now I have A/C. the controller will not switch over the blend door. so I tried 5 other actuators and the same thing, I tried a different control panel. nothing. I tested the 5 wires going to the plug and the brown wire has power all the time.

am I missing something? this car is all ready to go on the road but I am stuck on this.

Sorry, I know this is an old thread, but I've got a similar problem, and can't seem to PM you directly. Did you come across a resolution? I've swapped my actuator, repaired the broken gear on the original and put it back in, replaced the ecc, as well as the ambient temp sensor in the head liner. I haven't scanned it yet, but will soon.
