AWD light stays on when in 2 wheel drive

AWD light stays on when in 2 wheel drive
We have an 04 ZR2 and the All wheel drive light remains lit when in 2WD (so both are lit). The repair shop says this is the way it is supposed to be, but our 03 suburban does not work this way.
We suspect the wheel hubs are not unlocking when we go into 2WD, so the AWD light remains on as an indicator.
Can anyone tell me if both lights are supposed to be on, or if they know what the actual problem is? Thanks.
