Back Glass Unlocks But Won't Pop

Back Glass Unlocks But Won't Pop
Picked up a 2004 2dr for a winter beater. All 3 buttons....the dash, the fob and the button on the liftgate all unlock the glass but I have the hold the button on the liftgate down and lift the glass to open. It does not pop up like a trunk would. Is this normal?
