Blinker relay switch

1)Do you have to remove the dashboard to get to the blinker relay switches?
2)Can the blinker arm/windshield arm be a problem on why the blinker soundgoes on intemittently without turning it on?

to get to the flasher relay it just involves taking out the bottom of the dash...20 minutes max. its really easy.
