Blowing hot air out of lower vents

Hey i have a 1999 2 door. Its blowing hot air out of the lower foot vents all the time. The heat is off but it continues to blow. I was thinking something isent isent closing all the way because it blows straight engine heat. Any advice/Help?

it maybe your vaccume lines or something not letting the door close all the way.
