boggs down when in gear

i am stompted i have a 2000 chevy blazer zr2 six inch lift 32in tires... my problem is that when the car is idleing it is fine but as soon as i try to put it in gear it wants to bogg down and have no power i recently changed fuel pump fuel filter... we think it could be the fuel pressure regulator but its a pain to get to so befor i do that is there any other ideas it could be... very appreciated
another issue i hooked of fuel pressure gauge and it read 15 psi key on engine off when i started it,, it went to 50 psi so i changed fuel filter now its not reading zero psi but there is pressure cause when unhook fuel gauge it sprays fuel...

These engines require >55psi to run properly. 15psi is NOT enough. Follow through the entire procedure listed in the 96+ fuel system diagnostic link in my signature below and report back the results. It should help you pin-point the actual failure in your fuel system for accurate repair.
