So you are removing the entire relay and probing the relay sockets then not trying to disassemble and take the cover off of the relay itself.?
If you now have power at pin 87 then either you missed landing the probes before or there is a marginal connection. Try moving that relay socket and wiring harness around while you probe 87 for power. Then same with the fuse to see if the voltage bounces around.

We can pick this back up when your ready but you just pull the relay out of the socket without opening the relay up and you probe the socket "holes" with your meter just like when you tested the fuse socket holes.
