Default Clutch fan question

Should the fan spin freely or have some tension to it ?

Freely when cool, tension when hot.

Usually, they are free moving all the time when they wear out, which leads to overheating.
But if you are replacing it, go with quality parts and not the cheapest one you can find.
Also, there are different ones available. A severe duty replacement will keep your engine cool but make lots of noise and taje away some power and gas mileage. Only get that one if you live in a climate that is hot most of the year.
