Code P0102 MAF Sensore Circuit- Low Frequency Detected

Default Code P0102 MAF Sensore Circuit- Low Frequency Detected
I am not sure what this means. Would it be fixed if I replaced the Mass Air Flow Sensor. The vehicle has trouble starting. Sometimes I have to use Starter fluid spray in to the air intake. Vehical also has a sputtering problem as well. At an idle vehicle starts to shake violantly.
