Crank, no start, sometimes sputters

just the same evap codes as before P0446 P0452
I was going through some previous threads and thinking if the sending unit grounds in front near the block, separately from the pump ground, there could be a short to ground on just the sending unit, since it drives fine. Just unclear where that ground is. Still researching that.
Also I just noticed the gauge will sometimes, but not always, jump when I put the key in the ignition, but then drops back down to empty as soon as I turn it over, if that's indicative of anything. Jumps to about the right level when it does.
Oil pressure fluctuates slightly depending on if Im giving it gas or not, but that's the only other gauge that might be irregular.

The fuel level sender uses a dedicated signal ground back to the PCM that it shares at a splice pack with the fuel tank pressure sensor for which you have a code. Given this you may have a ground problem.
The ground wires for both units are blk/wht and they join at splice S422 near the two units then the common wire becomes black on its way to the PCM. It is a dedicated signal ground or "lo ref" system. Let me know if you need help testing this circuit,

Is S422 a splice pack or is it somewhere inside the harness cover? Will I need to drop the tank to get to it, or is it accessible around where the vent solenoid is? I probably wont be able to look at it until next week due to the absolute crap weather. Will a multimeter be enough or should I grab a test light?
