Default Crumbling plastic around hvac

What is this plastic sheld/cover around the heater fan and evaperator coil in the engine cumpartment? It breakes apart by just touching it. It has marking on it saying were to cut for service. Should it be replaced or just keep breaking it apart? Got a 96 LS with 4.3.

Well its not critical, but I wouldnt rip it all off either. If you can try to salvage it by sticking like fiberglass to it that would be good. Depending on how much is crumbling determines its need. Most of the top is not needed, the lower portion is needed if I recall to protect the coils. There are some other post about this.
