Default Dash fuse socket

Now that my intake manifold is replaced and my 99 is running pretty good it's time to tackle some of the minor issues. Not that I need a lot of it here in Florida but I only get heat when I move the ACC control fully to the manual position. Checking the fuse block I noticed that #9 HVAC has only one socket for the fuse and the last time I checked both sides of the fuse need to be connected. I pulled the lower dash panel and could get to the back of the fuse block but couldn't find the loose right wire which is pretty much in the middle of the bundle. Anyone have any tricks or suggestions. I can not even see any of the missing socket from the outside. I wouldn't even object to cutting the right wires and putting an inline fuse to connect it....if I could find the wires that is.
