Default Drivability and battery voltage

I was hopng I could get some answers to a question I have. I have a 2004 Chevy Blazer 4dr, 4WD with 76,000 miles on it. Truck has recently had a ton of work to it, but I still think something is wrong. Seems to encounter some intermittent drivability issues.

First, the truck has seen recently an new:

fuel filter
fuel pump
fuel pressure regulator
new intake gasket
new TPS sensor
new MAP sensor
cleaned MAF sensor and was tested
new plugs, wires, cap and rotor
New PCV valve
Transmission was flushed and filter changed and was told by shop it seemed fine

no codes....

Problem is, I drive and it all seems to be running well and then all of a sudden it seems like it can't get out of its own way when I try to give it gas. I sometimes feel as though I need to push the throttle through the floor. Also, under increased load like going up hill it ssems to struggle. It has the 4.3L Vortec, but doesn't seem strong...the other day I was going uphill and it seemed to struggle, then all of a sudden it like kicked in, RPM's went up and up the hill I went.

I did notice the other day that the truck was floating precariously around the 9volt line on the dash....maybe 2 or three lines above, but well under 14 volts. Could this affect the drivability?

Default Correction/update

Sorry guys, it was my error that I put the voltage was floating around 9v. I should have put it was floating around 11'ish. I estimate that because it was on the big line between the 9 and 14v mark.

This AM however, the needle was on the small line that was 2 before the 14v mark and the truck seemed to be running pretty well overall.

Hope this clarifies and someone has an opiion on this issue.
