DTC Port -no power

DTC Port -no power
My scan tool will not read from the DTC port. It seems as though there is no power at port. I have read many different posts but none seem to help. Is the port fused ?Or maybe a wire broken?.At this point i can not service thisproblematic truck. Looking for a port diagram 2000 LT Blazer

Look for a blown fuse in the accessories area I think it would be the cigarette lighter but check them all...
