i brought my vehicle into the garage to get an estimate on emergency brake replacement. When i got the quote, i decided to wait until i had the funds, picked it up drove it home and now today i noticed the pedal was not re-installed and i have this awful noise coming from the driver side rear. Is it because there is no pedal ?

 

If all you asked for was a quote, take it back and tell them to put it back the way they found it. Then find another garage when you have the funds. Tell them about the noise. More than likely you have parking brake pieces rolling around in the drum eating it up and you will need new rear brakes also. I'd even consider having them come pick it up with a roll back on their dime.
