EGR valve

OK i have a 96 blazer with very poor gas mileage.
and a stutter (occasionally).
I checked the Egr valge with this diagnostics.
Here is the site so you know where I got my info.

for test one I got .89
If your Multimeter displayed .6 to .9 Volts DC I goto step 6
There I cleaned up and carbon with carburetor cleaner spray, now it looks carbon free..
there I go to test 5 and that gives me a reading of 6.47, EGR Valve's Pintle fully pressed into the EGR Valve, will be about 4.5 Volts DC is what the article tells me.
Now the Pintle is free and goes smoothly..
but the voltage is 6.47 not the 4.5.. What do I make of this huge voltage difference?? Is the egr valve bad??
I installed a new gasket toe ..
Any ideas are welcomed please.

does anyhone have ides on this egr valve? i will goto autozone this morning to see what the obd2 scanner tels me with i/m settings.

The position return to the PCM uses the reference 5V wire for it's power source. If you are getting more than 5V on the return, then there likely is something wrong with either the 5V reference being too high (shorted to another +12V wire) or an internal fault in the EGR valve.
A full feature scan tool can be used to monitor the position return during operation to see if the indicated position matches the commanded position.

What is meant by " you are getting more than 5V on the return"
I get the 6.47 v when EGR Valve's Pintle fully pressed into the EGR Valve
