Fuel filter question

Question Fuel filter question

Could a bad fuel filter cause my fuel pump not to cut in? I turn the key a head.....nothing....listened in tank with cap off...nothing! Fuel pump relay fine, getting spark,
checked to see if i was getting fuel through the schrader valve. I put a rag over it and pushed on the valve, fuel came out, but not much...never sprayed out by any means. My blazer pulls over strong but no catch whatsoever! We had really cold weather last week -30 to -40! I had the truck plugged in but didn't really make a difference! But started every time! Yesterday we got up to +3 so I went out to start the truck & drive my girl to work...just kept pullin over strong but no sign of wanting to catch. The truck has been working like a charm these days! If I could name something that was concerning me this past month, it would be that every time I started it, it would pull over strong, catch really quick, but more of a bogged out catch if that makes any sense? sort of like a low rmp catch....like the truck was drowning a little, but only for that sec upon starting. the performance and everything else seem great! I would love some guidance from someone!!
