As key was turned, i got 20mV to one pin and 12V's to the other. (85 / 86 on the relay) if I left my wire and relay in and tested the ground signal to battery, the fuel prime worked.

12V constant on the supply side. Pump side was 0. (30 / 87).

So now you know which pin between 85 and 86 is the ground side on the relay coil. Under that under hood fuse block a black wire exits the UHFB in one of the big cable bundles and makes its way to the G114 ground. There is most likely corrosion under the fuse block or a problem with the black ground wire. The problem with unbolting the fuse block to get a look under it is that it might be like pulling a thread on a sweater. The best bet if this is the only issue is to run a new ground wire if possible. Follow the G114 ground point back to the panel and open the cable bundle before it goes under the fuse block. Then find the black wires and probe them looking for continuity to the relay socket pin. Alternatively you can solder a wire to the relay pin and run that wire to ground. That last solution is not ideal but may get you going.

I had the fuse block apart a few days ago while troubleshooting. At the time I was thinking I'd hot wire an on off switch. Then I noticed other problems and held off.
Now I'm thinking of adding / beefing up the ground. Maybe tomorrow I can climb under a look for the ground at the back of the engine. George, Thank you for the help. I'll post what i find.
