Question Fuel Pump Problem on a 98' Chevy Blazer LS

Hi Blazer Forum,

This is my first post here on your wonderful forum.

Here's whats going on:

I own a 1998 Chevy Blazer LS 4x4 4.3L. It currently has about 200,000 miles on it. All the parts are originals except a few replaced parts (like a windshield wiper motor for example).

My problem started about 5 days ago. My car was running then but it had hesitation issues from idle. It just lacked power and "stuttered" off the line.

Then, around Friday, my car had starting issues. It would not start up right away, took about 4-6 seconds of cranking to start. Barely started but ran normally afterwords.

Then, Friday night, my car would not start at all. So I towed it to my house.

Saturday, I started diagnosing my car. First, I listened to the fuel pump when the key is turned to "ON" position. Usually, under my car, i hear a electrical humming sound. Kinda sounds like a residential transformer humming. This time, I did not hear any humming sound at all. It was silent.

Next, I went under the car to the fuel filter. I loosened the bolt on the fuel tank side with two hex wrenches. I turned the key to "ON", no gas came out.

So, i proceeded to check if it was my spark plugs perhaps, and to further see if it was my fuel pump.

I opened the hood, took the air intake off the throttle body and poured some fresh gas inside the throttle body. I cranked the engine, and it almost started and died quickly after.

Next, I thought it could be an electrical problem, not mechanical, with the pump.

I went into the relay box under the hood and put a multi-meter to it. The female fuse port for "FUEL PUMP" had about 5.5 volts.

This was strange because in my repair manual, the voltage meter reads 11.5volts in a photo.

Next, I went to connector at the fuel tank.

I removed my spare tire and disconnected the two plugs that were connected to the fuel tank.

One plug had 3 prongs (flat shaped) the other had 4 prongs (square shaped).

I turned the key to "ON" again and I got a voltage of 5.5Volts from the 4-prong square plug and from the 3 prong flat plug.

Is this normal?

Shouldn't there be 12 volts on that square plug going to the pump? Why is it so low? Could this mean the problem is electrical and not mechanical?
