04 blazer 4wd. When checking plug to fuel pump I have 12v to the pump with the key off. Is this usual?? If I pull the relay, no juice. Pump does not run until the key is turned on.. New Ac delco pump and but does not produce enough pressure to fire the engine. Any input will be appreciated. Thanks!

 

How does the fuel filter look? It may be a good time to replace it.
