HEATER -AC Problems

So i was driving back from interstate yesterday.
The car interior was too hot despite having heat turned way down, fan turned down, and selector to off.
Warm air was still coming in to the floor vents.
So I turned AC on and air was still too warm, so i had to drive 4 hours with windows down to keep car cool enough.
The air coming in is not hot just warmer than air temperature.
I search threads an found nothing like this problem.
What should I look at first?

What should I look at first?
Fuses/Relays in good working order? Is the compressor clutch engaging when you turn on the A/C? If it isn't, it could mean that you have a low charge level in your A/C system which also means there is a leak.
