It sounds like you have a faulty multifunction switch. Does messing around with the turn signal stalk make any difference in the headlights?

The brake lights may be a faulty hazard switch, but mostlikely your multifunction switch has burnt out somewhere inside.

I have a 96 and had similar issues. They fixed two things at two separate times. The first was a corroded battery cable. Secondly, I had a bad multifunction switch. Chevy had a recall on the switches, but I don't know they specific years involved. Somewhere in the mid to late 90s timeframe.
