High Idle while driving

High Idle while driving
When I am driving my idle (if I step on the clutch) is around 2200 rpm's.
But, when I stop you can hear the idle drop to normal.
As soon as I drive, it happens again. Each time every time.
I just rebuilt the whole truck (just about anyway), so everything is basically new.
What could be causing this problem.
I've checked pretty well for vacume leaks. Could the antilock breaks have something to do with it?
I am still dealing with issues with them also (see the thread on Blazer Brake troubles).
