I really don't know where to go from here
So by starting it on ether, you have verified that your PCM receives crank sensor pulses and that PCM is driving the ignition system and that the engine is able to run when fuel is provided.
I still worry that the vehicle has not run on its own with a new ECM and after security relearn procedure. The way security system works, the PCM refuses to drive the injectors to disable the vehicle. Because you have 60psi fuel pressure during cranking, I still think you still need to check for injector pulses during cranking using a noid light, homemade or otherwise.
Another extra thing to check is the resistance across each of the injectors - a shorted injector can whack out the PCM and take out the entire system.
A third extra thing to check and consider is fuel quality - if you obtain and put a sample on something does it dry quickly like gasoline should?

p.s. most auto parts stores have nice fuel injector test kits for loan (with deposit) and probably have noid light set too for loan as well.

How long does your truck maintain 60PSI after turning the key back off? It needs hit 60PSI when you turn the key to run (not cranking) and to stay above 55PSI for at least 10 minutes after you turn the key off.
Another question: How good is your battery? If the voltage is dropping too much when cranking, that could also affect starting, especially if your fuel pump is older. That was one of the symptoms I had with a weak fuel pump was that when my battery was weak the fuel pump wouldn't supply enough fuel/pressure to start. After I replaced the battery the weak pump would allow the truck to start much easier until I finally replaced that too.

Here is an update. Upon running tests and what not. I have no more fuel issues or ignition issues. It now is starting to pop through the intake throttle body. I figured I would pull the distributor and look at the teeth and wobble. There is none. I restabbed the distributor on number I tried to restart it and pop threw it again. Checked the number one again and it's not in number I anymore. I love my truck better than anything else but these kickes in the junk take it's toll. I'm thinking timing chain. What else could it be? My friend said crank sensor but that wouldn't explain the jumping timing
Well, it's been a long long road and I figured I would give an update to my story. I found a guy that worked for my friend at a shop that claimed to be a S-10 genius but after I had it towed to the shop it sat there for a year and he NEVER even lifted the hood and eventually it had to be moved and yadda yadda yadda, I decided after a long time to take another look at it. I replaced the plugs, wires cap ect. I had my cousin looking at it also and he noticed it was a tooth off on the dist. we reset the thing and after a while of cranking, it started and ran like sh*$. I took it to the gas station and put in $20 and it ran out of nowhere like a dream. and it is still running like a dream so I really have no damn idea what was keeping it from running other than it being flooded I guess. Now all I have to do is fix the P0440 purge valve and its back to my favorite truck. Damn I missed my truck and to think it almost got scrapped. thanks for all the help. parts replaced were, plugs, cap ect, fuel pump, coil, module and a cam sensor.

A tooth off on the distributor is a lot. How do you think it got off by one tooth?
