indicator flasher wont stop flashing/help

Default indicator flasher wont stop flashing/help

my indicator will not stop flashing and goes on and off whether im indicating or not. i've been riding without my fuse in so i wont have to hear that clicking sound all the time that i drive. today i try to go play with it and put the fuse back in. when i turned on the car, a little smoke came from the steering column and of course it was tripping

hazards off, indicators off, i notice the lights actually flash too with the clicker. something shorted but just unsure.
