coming from the front of the engine in the belt area. The belt tensioner pulley is very hard to move and doesn't seem to (for the lack of a better word) float.
Is there any way of telling which pulley is bad? (assuming that is the problem)

forgot to mention, that when i rev up the engine the chirp increases in its length, when i let the engine go back to idle, the chirp slows down. Thats why i figured one of the pulleys is done.

Try removing the belt and start the engine just for a few seconds to see if the chirp has gone away. If it's gone, you know it's a belt driven problem. Then, try turning the pulleys by hand, including the alternator etc... If you notice any of them with resistance or noise, you've found the problem. Good luck and let us know what you find out please.

check if the alternator is going bad, when mine went i got a noise that could be described as a chirp.

well mine was pretty obvious that it was going bad because when i pulled it out a few bearings fell out....but otherwise, pull it and see how easily it spins, and if you have a doubt in whether or not it is good take it to an auto parts store that tests alternators...they should do it for free

Hope this isn't stupid but, are you sure it's not the belt? I had a similar problem. Thought it was the idler pulley. Turns out it was the belt itself.

Could be the belt. Pop it off and see if there are any chunks missing. Some cracks that run acrosss the belt are normal but you shouldn't have any pieces missing or chewed up parts that run circumferentially around the belt. You can check your idler pulleys while you have the belt off too. Sometimes the tensioner pulley goes bad but most likely it's an idler pulley. While you're at ot check you water pump.
