My gut says it's stored on the actual cluster because sellers like s10warehouse on eBay list the mileage of the clusters. Also I have read in other threads that if you replace your cluster you need to file with the DMV to denote that your truck has altered mileage.

It actually is both (pcm and cluster). Only a dealer can set the correct mileage in most cases, but some cases, even they cannot set the proper mileage. New service parts will be coded to accept the mileage programming. Used parts may not be able to be set. The IPC displays its stored mileage until programmed to match the PCM.
It actually isn't that bad to file for a mileage deviation through your dmv. Shows up on your title so there shouldn't be any confusion.

It depends on the vehicle we had a car that the cluster went weird so we got a used cluster that supposedly had78000 on it but our car only had 45000 when we plugged it in it showed the proper mileage for the car.
